hey guys any one knows how to enchant an item, like for a weapon to have an effect like fire or whatever, where do i do that?

You can use the stones you get from the Oblivion gates, and you will also learn how the more you complete you mages guilde quests.

If you get all the recomendations in the Mages Guild quests and get into the Arcane University, go to the Chironasium. There will be 2 small shrines where you can enchant your weapons, armor etc. you need a soul gem and a fair bit o money though (depends how strong you want your weapons and/or armor to be)
