You are able to use the rewinds for the Statue in the first level of the time square but at the start of that level you will notice that there are 3 blue moon time crystals and 1 star (or different time crystal.
The only time the statue falls is when You get a certain distance closer to it so here's the cheat:
If you get those 4 crystals at the start in front of you, you will get a pause (time control) and once you have them stop and stay where you are to avoid the statue falling
Press and hold B and select the pause and use it there, once you have used it you have enough time to get the secret cat medal as quick as you can.
