To unlock the Transit System mini-game, you have to play the Transit
System thingy in the game.  It automatically gets unlocked after the
first time you play it in the game.

To unlock the Jack Hammer's Oil Rush mini-game, you have to play the Oil
Rush level by talking to the robot just outside of the Jack Hammer's
shop.  It too also gets unlocked the first time you play it in the game.
