Every ten levels in Survival Mode, you will be challenged by an EX, Shadow Mode character. (The order is always the same). Defeat that character to unlock EX Mode for that character. To use EX Mode, hold down L2 while selecting the character.

Unlock Robo Ky, Kliff, and Justice
There are three ways to unlock these characters.

** Play Survival Mode. Robo Ky appears at Level 210, Kliff at 220, and Justice at 230. Defeat them to unlock them.
** Play Mission Mode. Beating 40 Missions unlocks all three characters.
** Play Story Mode. Unlocking all 60 endings unlocks these three characters.
