I am at the location where I pick up the Nuke, I keep going in circles, how do I continue?

look for flights of stairs, kill a bunch of soldiers, go outside, kill a bunch of zombies, go out the gate.

I can't open the gate to the stairs. I used the "no cliping" cheat to get past the stairs. I killed the soldiers. but no zombies to be found.
