To move into that Waterfront Villa place, you need to go to Nicki Nack, and then you talk to her for a while until she suggests that you move there, and then you go and talk to Giuseppi Mezzoalto to see if he'll move your stuff for you. That seems about accurate to how i moved into the Waterfront Villa.
