u have to go to the second island in the whirlpool islands do u have whirlpool hm6?

Go in the north east whirl poll island, go in the north east stairs, go down on another stairs, surf down the watterfall, go in the hole in the wal. Lugia is there only if you have a silf+ver wing from oldy in pewer city in kanto.
