things needed:cerulean trainer with a slowpoke(the path to get the SS.Anne ticket,be sure that you didn't yet defeat the kid)gambler in the gate of saffron city,a flying pokemon and a weak pokemon

use the subway in celadon to get to saffron then save, a gambler will you there but dont battle him just press start then fly to cerulean battle the kid who has a slowpoke then fly to celadon city use again the subway where you saw the gambler,then a level 7 mew will attacked you,use the weak pokemon to battle mew then catch it..this cheats really works,for more info on how to get mew in red,blue and green version just email me christopher_phoenix12@yahoo.com
