you have to get the saphire or something like that in the dotted hole(use cut on it first so you get in, its on six island i think)
then you will get a password then maby you can get in but if you dont have find the ruby its a problem.

actualy if you get your eevee to like you a lot, trade to certain games, like ruby sapphire or emerald, and POOF! itll start to evolve.
P.S.: i have both espeon and umbreon in pokemon emerald. haha

to get squirtle i found it in seafom island on the patch of ground where articuno is. just run around for a while you have a 25% chance of finding it though it took me 45 minutes.
