first go talK to the man at the daycare center then leave a lv10 caterpie there along with a lv 20 jigglypuf knowing sing then fly to pewter city talk to brock 10 times then go catch zapdos put him in the front of your party then reles any pokemon in your pc go pick up caterpie save in front a pokemon center turn it off turn it back on now fly to every city (order does not matter)and the fly to island 4 and your jigglypuff shoud be lv 85
