i don,t exactly know how to get lugia, i heard he was in the whirl islands cave, but you have to catch a silverwing first. As for the three legendary dogs, i know how to get them, suicune, is available to catch when you have to battle him in the tin tower at Ecruteak city, raikou & Entai, they will be in random places all the time, but if you even battle one of them once, you can track them by looking them up in your pokedex, they're almost the last ones in you'r pokedex. As for me, im trying to get Entai, i already caght suicune & Entai...HAPPY HUNTING.
