First u need to have a game shar, then go to mossedeep city and the game shark will permit u of doing anything so u can go though walls and doors I tryd it and I say a new pokemon trainer.

To get Riolu u need to go to iron island then u will find a guy who is the master of lucario then when u help him beet team galactic he will say thanks for helping me and give u an egg and that egg will be riolu hatche it and u will have a riolu then evolve it and u will have a lucario.

To get a national pokedex u need to finish your pokedex then go see proffessor Rowin and he will give u the national dex then when u have the national dex u can get rare and legendary pokemon!
