How do you get rid of people in your town and get specific ones into your town?

Getting rid of animals:
Be mean to them.Hate mail will NOT work-even if you send garbage.They say ''Thank you!''.Trust me,I tried it a gazillion times.

Getting animals:
If you have another Memory Card with another town on it,you might have different people.If there is someone you like there,visit them often.They might follow you and move to your town.
Other than that,you just have to be lucky.Like,if your friend has Cookie and you really want her,wait until she moves.It might take awhile.but it is worth it!!!
